Under the Viaduct: Bradhurst Neighborhood Plan

Harlem Congregations for Community Improvement (HCCI) and Harlem CDC's Planning Department developed a strategic land use plan that highlighted the lack of local employment opportunities, retail and other commercial services, and physical connections throughout northern Harlem between 139th and 163rd Streets, St. Nicholas Avenue to the Harlem River. We designated specific corridors to be further studied for improvements, such as Frederick Douglass Boulevard, Macombs Place, Lenox Avenue, 145th, 149th, 150th, 153rd, 155th and 159th Streets.

Some initial ideas discussed in the plan include: rezoning to support a more diverse mix of uses; turning Macombs Place into a landscaped boulevard with improved parks at both ends; and developing the area under the 155th Street viaduct into an environmentally and pedestrian friendly community focal point with space for artists, a greenmarket and other types of activities, illuminated with innovative solar lighting.

HCCI and Harlem CDC are seeking additional community ideas for various aspects of this plan and look forward to implementing them with broad based support.
